Политический деятель, дипломат, педагог. В 1918-22 служил в вооруженных силах (во флоте [Navy, U.S.], армии [Army, U.S.] и в морской пехоте [Marine Corps, U.S.]). В 1922-31 работал шахтером на медных рудниках и горным инженером в Монтане. Окончил Монтанский университет [Montana, University of], в 1933-42 преподавал там историю. В 1943-53 конгрессмен от штата Монтана; в 1944 по поручению президента Ф. Рузвельта [Roosevelt, Franklin Delano (FDR)] посетил Китай с целью оценки военно-политической обстановки там. В 1953-76 - член Сената США [Senate, U.S.]; в 1957-61 - секретарь партийной фракции [majority whip] Демократической партии [Democratic Party], в 1961-77 - популярный лидер большинства [majority leader]. В 1977-88 - посол США в Японии (занимал этот пост дольше всех предшественников); участвовал в урегулировании конфликтов в ходе т.н. "торговых войн" между странами. В 1989 награжден Президентской медалью свободы [Presidential Medal of Freedom]
